Waynesville welcomes new town manager

After nearly six months of searching nationwide, Waynesville found a new town manager close to home from the town of Black Mountain.

Marcia “Marcy” Onieal recently inked a contract with town leaders to become Waynesville’s new town manager, the first female to hold the job.

“I hope that I will be a good fit with the community,” said Onieal, who listed her past experience in local government and her familiarity with mountain culture as strengths that she brings to the position.

She beat out more than 60 other applicants in a lengthy and comprehensive search to replace Lee Galloway, an admired and respected town manager who has led the town for the past 17 years.

Onieal had been the town manager of Black Mountain — a town very similar to Waynesville — since 2008.

Black Mountain and Waynesville are both quaint towns with progressive feels, sporting vibrant and picturesque downtowns. Both have a healthy tourist trade, without being strictly “tourist-towns.” Black Mountain’s population is 7,800 year-round residents compared to Waynesville’s 9,900. Both are also home to a large community of retirees.

“I like the small town character,” Onieal said.

Onieal said she was attracted to Waynesville because it is a progressive and well-managed town.

“I am so pleased to be coming into an organization that has been so well managed,” she said. “Not every town has a vision, and this town does.”

The Waynesville’s location will also allow her to indulge in some of her favorite activities.

“I love to hike and ski,” Onieal said. And “I’ve always been into art in some way.”

Onieal and her husband James Lamm, an architect and engineer, live on a small farm in Madison County where they care for three rescue horses. When Onieal became town manager of Black Mountain, she was not required to live within the town limits so she decided to rent a condo there and keep her farm.

However, the couple now plans to sell the farm, find the horses a new home and settle down in Waynesville.

As of yet, she has not had much time to see Waynesville’s sights since most of her time in town has been spend house hunting. However, that will quickly change when she assumes her new roles.

Onieal resigned as the town manager of Black Mountain in December, following a change in the make-up of the town board there in last fall’s election.

Although the search process spanned nearly six months and required applicants to undergo intense review, the time between Onieal signing the contract last week and her start date is fleeting. Her first day is March 29.

Onieal will earn $102,000 initially. In October, she will receive a 5 percent raise — bringing her annual salary to $107,100. Thereafter, Onieal will obtain raises equal to those of other town employees. Current town manager Lee Galloway earns $114,091 a year.

The mayor and Board of Aldermen took time Wednesday after announcing her appointment to praise and congratulate Onieal.

“She will be an asset in the community,” said Mayor Gavin Brown.

The newest Waynesville alderwoman, Julia Freeman, agreed, saying she is confident that Onieal will do a great job.

“We look forward to your new ideas,” Freeman said.

Onieal will replace Lee Galloway, who has served as town manager for about 17 years.

“It’s a joy to walk in behind someone who has done such a great job,” Onieal said. “I am looking forward to every single day I walk through the door.”

During Wednesday’s announcement, town leaders thanked Galloway for his many years of service.

“We were very fortunate. Lee (Galloway) has been outstanding as everyone knows,” said Alderman LeRoy Roberson.

Although he is anxious to begin his retirement, Galloway will continue to work for the town until the end of June.

“I don’t feel like I will be left hanging,” Onieal said. “I am grateful that Lee will be around.”

During the next few months, he will help finish next year’s budget and start passing on some his vast institutional knowledge to Onieal.

“My first weeks on the job will be a whole lot of listening, learning and meeting people,” Onieal said. “I have a natural interest the history of the town itself.”

Once she settles into her new position as town manager, Onieal said one of her main focuses will be economic development. And, although the goal is to bring new businesses to town, Onieal said the integrity of the town’s appearance should not be sacrificed for the sake of progress.

And, although he will no longer work for the town, Galloway does not plan on becoming a stranger.

Galloway said he is excited to retire and plans to take six months off to relax and enjoy retirement. He also plans to be an active volunteer, possibly working on trail maintenance, or with Habitat for Humanity or the Red Cross.

“Personally, I’d like to learn more about photography and read more,” Galloway said.

Eventually, he plans to work part-time as an interim town manager for destinations that are in between managers. But, Galloway said he will continue to live in Waynesville.

“Why would I go somewhere else?” Galloway said. “It’s a great community so I’ll be around.”

 

Onieal’s resume

A Tennessee native, Marcy Onieal moved to Asheville at age 13 when her father, a vice president at American Enka Corporation, was transferred there. Onieal has lived in Western North Carolina ever since.

A University of North Carolina-Chapel Hill graduate, Onieal earned a bachelor’s degree in political science and master’s degree in public administration. She was a Morehead and National Merit scholar. Upon graduation in 1992, Onieal became assistant town manager in Wilson, N.C. She left that position in 1999 to become a partner at Design Group Associates, a family-owned design and consulting firm.

She is also heavily involved in civic and volunteer organizations, including the United Way, Habitat for Humanity, Girl Scouts of WNC, the Black Mountain Emergency Homeless Shelter, Rotary International and Buncombe County Rape Crisis Center, among others.

Consultant talks traits for new town manager

The clock is ticking on what will be a rigorous and thorough process to replace long-time Waynesville Town Manager Lee Galloway.

A series of meetings was held in Waynesville Nov. 16-17 by the firm hired to steer the town through the process, Developmental Associates. The firm’s Stephen Straus met with aldermen, town staff, the business community and the public to gauge their perception of challenges facing Waynesville and important traits for a new manager.

“I can tell you there will be a lot of interest in this job. The town of Waynesville is in an enviable position,” Straus told about 20 community members attending one of the public sessions.

Straus said Galloway’s long tenure in Waynesville and his leadership role in state local government associations means a lot of potential managers are aware of the town and its reputation.

“We have contacted some people who are in this profession, and there are others who just know. There is lots of interest,” Straus said.

At one of the public sessions, there was universal praise for the job Galloway has done in Waynesville. Former Mayor Henry Foy touted the town manager’s demeanor in handling problems, wondering how Developmental Associates’ process will find a similar personality.

“You never see anyone come into Lee’s office who leaves mad,” Foy said. “How do you evaluate that kind of professionalism?”

Straus said perhaps the most important tool he has in finding someone who possesses similar traits to Galloway is Galloway himself.

“Quite often a community or a board does not want a departing manager’s input, but that’s not the case here. Lee has already helped me get names, and he will help look at credentials,” said Straus.

Some of the challenges facing Waynesville, according to those attending the meeting, are: aging infrastructure; continuity of land-use planning; maintaining the emphasis on walkable communities and smart growth; economic development; and realizing that Waynesville is a tourist town.

According to Straus, the town board is still working out what the salary range will be for the new manager. He hopes to post the employment ad in newspapers and professional journals after Thanksgiving and run it the entire month of December.

Following that, the plan is to start screening candidates by Jan. 9, and narrow the pool to about eight candidates. At the end of the process, Straus said the town board will likely ask up to four candidates it thinks are capable of doing the job to visit Waynesville. The board’s challenge, he said, will be to determine which of those is best suited for Waynesville.

Galloway started working as Waynesville’s town manager in March 1994 and will retire in June 2012.

Waynesville to cast a wide net in search for new town manager

The Waynesville town board has hired a search firm to help with its hunt for a new town manager.

The board hired Developmental Associates LLC to coordinate the search, which will cost between $15,000 and $20,000.

Town Manager Lee Galloway will officially retire in April, but will stay on until summer so that he can train his successor and help steer the town through the critical spring budget process.

In mid-November, Stephen Straus, president of Developmental Associates, will visit Waynesville to meet with the board, residents and stakeholders. Straus will gather a list of traits and skills that applicants for the town manager position should possess.

The town manager oversees all of Waynesville’s departments, including the police, utilities and finance offices. Although his decisions are subject to approval by the Board of Alderman, he hires all town personnel, directs much of the day-to-day operations and is an opinion leader within the town. He must work with a variety of people, as the make-up of many local committees and boards change.

Because the town manager plays such a vital role, the board made the decision to hire a search firm and solicit public opinion.

“This is not like somebody sitting in a downtown office in Charlotte,” said Alderwoman Libba Feichter. “We are all neighbors here.”

The search firm will advertise the position nationally, though most applications will come from people who live in the state.

Galloway will be hard to replace, however.

“I think we need to realize that we will not find another Lee Galloway,” said Feichter, who has served on the town board for about 12 years.

The town will need to find someone with his or her own special talent, someone who will be a part of the community, she said.

Galloway has served as the town manager for 17 years. He could see advancing economic trouble and was able to lead the town and the board through tough financial times, Feichter said.

He also has the ability to find the perfect person who fits a job, she said, calling it one of his “most phenomenal” skills. Galloway has hired several notable local officials, including Waynesville Police Chief Bill Hollingsed and Electric Superintendent Philip Wyatt.

“You can look at who that person hired and figured out what type of person they are,” Feichter said. “He has been a phenomenal source of strength and understanding.”

Once the applicants have been narrowed down to fewer than 10, the remaining will undergo tests intended to reveal strengths and weaknesses. The three or four individuals with the highest scores will complete case studies, and the pool will again be narrowed. The board will then interview the finalists.

The board hopes to hire a new town manager by March, said Galloway.

All five seats on the town board are up for election in November. Feicther is not running for re-election, so there will be at least one new member on the board by the time it makes a decision.

Town manager forced out in Sylva

Sylva leaders this week demanded their town manager resign, just more than two years after she was hired.

“This was not my decision,” Adrienne Isenhower, now Sylva’s former town manager, told The Smoky Mountain News on Tuesday.

Isenhower resigned Monday following a town board meeting, which included a closed session.

“I did submit my resignation, because they asked me to,” she said.

Some town board members initially told the public she had resigned for “personal reasons,” but Isenhower told The Smoky Mountain News she “wanted to clear the air.”

The board hired Isenhower to replace former Manager Jay Denton, who was fired in September 2008. Isenhower was a planner for the city of Lenoir. She has a master’s degree in public administration from Appalachian State University.

Town board members were split 3-2 on the vote to hire her.

Town Commissioners Harold Hensley and Ray Lewis voted against hiring Isenhower, saying she lacked the experience necessary for the job, particularly in managing a budget. Neither Hensley nor Lewis had wanted to fire Denton in the first place. Town Commissioner Danny Allen, while he wasn’t on the board at the time, came out publicly against firing Denton and hiring Isenhower.

Hensley on Tuesday didn’t want to elaborate on reasons why Isenhower was asked to resign, or who exactly on the board wanted her to resign.

Instead, the commissioner said he wanted to make it clear that he “never had any problems whatsoever with Adrienne.”

“I wouldn’t want to say anything bad in the world about her — she did whatever was asked,” Hensley said, then declined again to comment on which of the commissioners demanded the town manager’s resignation, and whether he was among them.

While Hensley, Lewis and Allen hold the majority control on the board right now, Hensley and Lewis are up for election this fall.

Mayor Maurice Moody described Isenhower as a competent town manager. He said he doesn’t believe that she will have difficulty finding another job in municipal government. Moody said Isenhower’s recent job evaluation, overall, was “fair and pretty good, really.” The five town commissioners and the mayor evaluated Isenhower just a few weeks ago.

“I did not know it was coming at this particular time,” Moody said, adding that he was not among those who asked her to resign.

“I had a different opinion on the type job she was doing than some on the board,” the mayor said, adding that he thought the 28-year-old manger had “made some progress” since she’d been hired in spring 2009.

Dan Schaeffer, the town’s public works director, is serving as a stopgap manager until an interim can be hired, Moody said. The board will then seek a permanent replacement for Isenhower. She made $61,581 annually.

Canton has new town manager: Lengthy search ends back where it started — with interim manager Matthews

After a search that has dragged on for more than a year, the Canton Board of Alderman has finally selected a town manager.

It’s not exactly a big change. Al Matthews has served in an interim position since long-time manager Bill Stamey retired in December 2007. Before that, Matthews had served as Canton’s assistant town manager since 2000.

The board voted 3-1 on March 23 to appoint Matthews as town manager. Alderman Eric Dills dissented, expressing concern that Matthews doesn’t live inside the town limits. At that meeting, the board changed the town ordinance to permit town managers to reside outside town limits.

Dills has since made it clear that though he disagreed with the rest of the board members, he’ll respect and support Matthews.

Matthews said the fact that he lives in the Jonathan Creek area of Haywood County rather than in Canton would not affect his job performance.

“I feel it’s more of a position of dedication rather than location,” Matthews said. “I’m on call 24/7 and I doubt there are too many times that I can’t be reached anywhere I am.”

 

More hiring

With the board’s support, Matthews says he’s ready to get down to business — or rather, continue the business he’s worked on as interim town manager.

Matthews enters his new role during a tough economic time that’s not going to allow him much flexibility when it comes to embarking on new town projects.

“We’re not going to have any extra money to play with, so we’re going to have to be extremely mindful of the budget this year,” he said.

That said, Matthews isn’t short on plans or ideas. His first step will be hiring an assistant town manager who will be in charge of economic development, working actively to recruit new businesses and helping existing ones.

Matthews says the process of hiring an assistant manager will almost certainly take a shorter amount of time than the manager search did. Matthews already has a stack of applications from the town manager search that he plans to utilize.

 

Priorities

A top priority of Matthews has been, and will continue to be, the appearance of the town. Matthews says that’s an item important to town residents.

“A little over a year ago, we had a public forum on what the people wanted to see, and the recurring thing was the appearance of Canton,” Matthews said. “Not only downtown, but in the residential areas as well. We need to make sure citizens do a good job in keeping up their own properties.”

Town staff have already made some moves toward improving the town’s look by hauling out five dump truck loads of mulch to create flowerbeds and grassy medians.

“That’s something we can do at a reasonable price, that improves curb appeal, and makes a good first impression on our visitors,” Matthews said.

Matthews knows, though, that many other things that can improve the town’s appearance will be costly.

“We have a lot of sidewalks in desperate need of repair, and things that cost a lot of money to work toward. It won’t happen overnight,” he said.

In the long run, Matthews thinks the improved appearance of the town will help economic development, particularly in the downtown area.

“Economic development is at the forefront of this board, and appearance is one of the most important things,” he said. “We’re working on it, and want to actively work with the community to clean up the whole area and make it more appealing. Then hopefully our downtown area will continue to grow and flourish, and older buildings will be renovated and occupied.”

Matthews said the town is also looking into ways to use the many vacant parcels of land flooded by the 2004 hurricanes. The lots are located in the flood zone and for the most part can’t be rebuilt on, so the town board has had to get creative. One recent idea in the works calls for turning a lot across from the town hall that once housed Plus Laundry into an area for downtown activities and events. Another idea: converting vacant lots in residential neighborhoods into community garden spaces, which the Canton aldermen plan to discuss at their upcoming meeting.

Canton Mayor Pat Smathers says Matthews’ ideas, coupled with his experience working for the town under the former manager, make him a good fit at a time when Canton is working to redefine itself.

“He knows the old, but he’s got new ideas and a new way of doing things,” Smathers said. “I think at this time in our town, Al Matthews is the best fit. I think he’s going to be the transition figure we need.”

New Sylva town manager brings planning background to the table

The Sylva Town Board on Friday voted 3-2 to hire a new town manager with a background in planning.

The board hired Adrienne Isenhower to replace former Manager Jay Denton who was fired in September. Isenhower is currently a planner for the city of Lenoir, population 17,000. She has a master’s degree in public administration from Appalachian State University.

“I think she has great qualifications, and her background fits us perfectly,” said Commissioner Stacy Knotts.

Knotts noted that the board was looking for a manager with a planning background. Sylva currently does not have a town planner, after philosophical differences led to the departure of the former town planner last fall. The town board opted not to hire a new planner, but instead look for a town manager with planning expertise who could fill both roles.

Lenoir News-Topic Local Editor Paul Teague has covered Isenhower’s work with the planning department and said she is a “top flight person.”

“She will do an outstanding job for Sylva,” said Teague. “She knows her stuff.”

Teague said Isenhower pays attention to detail and “eats, sleeps and breathes municipal government.”

Teague said he knew it wouldn’t be long before Isenhower left for an advancement in her career. Isenhower has done much to improve Lenoir’s downtown, Teague added.

 

Vote not unanimous

Town Commissioners Harold Hensley and Ray Lewis voted against hiring Isenhower, saying she lacks the experience necessary for the job, particularly in managing a budget.

“I didn’t think she had the experience,” said Hensley.

Hensley noted that Isenhower just graduated from college in 2006 and has only been working as a planner for the past few years. Hensley said Isenhower has no experience in finances that he knows of.

“For the taxpayers’ money it seems like we should have gotten someone with more experience,” Hensley said. “The people on the losing end are the taxpayers of Jackson County.”

Since the position was advertised in the fall there were 98 applications received, according to the town clerk’s office.

Hensley also disagrees with the new manager making $60,678 a year when former manager Denton made $53,694. And Hensley said, “Jay had lots of experience.”

Commissioner Lewis has similar complaints as Hensley.

“I didn’t think she had the experience,” said Lewis, questioning her salary. “I think that’s a little high for as much experience as she has.”

Lewis said Isenhower has no experience with town finance or budgeting and that he doesn’t know how she can do the job without those skills.

Commissioner Sarah Graham admitted that Isenhower has no experience directly managing a town budget. But Graham said she thinks Isenhower will do an excellent job.

“She’s got the qualifications we are looking for,” said Graham.

Those qualifications include a master’s degree in public administration, and experience working as a planner. Planners from larger cities often advance their careers by moving on to be manager of a small town.

“This will be her first position as a city manager,” Graham stated.

Asked why Isenhower is making more than Denton, Graham said, “Because that’s what we’re offering the manager this time around.”

The reason she is getting paid more than Denton is that Isenhower is really filling two jobs — one as manager and one as planner, said Knotts.

Maurice Moody agreed that Isenhower was the best applicant.

But he admitted that she probably does lack experience in budgeting. “I don’t think budgeting is her strongpoint,” said Moody.

But Moody said there is already a well-qualified individual in the finance office handling most of those issues, whose official title is assistant finance officer and tax collector. While ultimately budget oversight lies with the town manager, Graham said Isenhower has “ample experience” to perform that role.

Isenhower could not be reached for comment. She is scheduled to begin in May.

Other than Isenhower’s current job, she also had an internship with the city of Lenoir in 2006, an internship with the town of Troy in 2004 and an internship with the town of Boone in 2003, according to her resume provided by the town.

Canton town manager search drags on

There are just two candidates left in the bid to be Canton’s next town manager, but Mayor Pat Smathers said he doesn’t know how much longer it will take the board to finally pick one.

The town has been without a manager since December 2007, when long-time manager Bill Stamey abruptly retired. Stamey’s announcement followed an election sweep that saw the replacement of three long-time Canton aldermen and shift in majority power on the board.

Al Matthews, the former assistant town manager under Stamey, has been playing the roles of interim town manager, assistant town manager, and town clerk for more than a year since Stamey’s departure. Matthews has long been considered the heir apparent to Stamey. When he left his job as the Maggie town manager years ago to come to Canton, he was told by the town board at the time they would one day make him manager. But the arrival of a new board majority voided that promise.

The town board waited six months before starting the search for a manager in the summer of 2008. They received more than 30 applications before closing the search in November.

The long, drawn-out process still doesn’t have a definite ending date.

“It could happen toward the end of March, or it could not happen,” Smathers said.

He said aldermen are trying to arrange a time to interview the two remaining candidates again. The board is not releasing the names of the two finalists.

Smathers said the length of the process is partly because the town board wanted to wait until after it worked out its yearly budget to start a search. They’ve also taken their time in weeding out candidates.

“Let me just say that the board is being very deliberate in what they do, but it is a bit frustrating because we don’t have a manager, assistant manager, or town clerk,” Smathers said.

Smathers said board members, and himself, have varying opinions about what they’re looking for in a town manager.

Alderman Troy Mann told The Smoky Mountain News last month that he would ideally like to see two people sharing the town manager duties.

“If we hire an older person, we would like to also hire a younger person to elevate to town manager (one day),” Mann said. “That way, you have the continuity of government and knowledge between one generation and the next.”

Smathers, though, wouldn’t say whether he agreed with Mann’s suggestion.

“I have my opinion, and what I’m looking for, and I would say that each alderman has their opinion and what they’re looking for,” said Smathers. “I’m not sure that we all agree.”

Smathers, however, noted that as mayor, he can’t vote unless there’s a tie between aldermen.

Sylva manager resigns, but new job is in limbo
